In NCA-1140 USE OF CODE EDITIONS, ADDENDA, AND CASES, clearly said that: "In no case shall the Code Editions and Addenda dates established in the Design Specifications be earlier than: (a)3 years prior to the date that the nuclear power plant construction permit application is docketed;"
I can not understand the following Two issues:
1. the sentence "the nuclear power plant construction permit application is docketed" just means the Owner application date to Regulatory Authority, not the Regulatory Authority Permission Certification date, is correct or not?
2. If the nuclear power plant construction permit application date is 2010, then "no earlier than 3 years" means the Code Editions and Addenda date in Design Specification SHALL BE 2007, 2008, 2009 CODE EDITION AND ADDENDA? Is correct or not?
