I am puzzled with one sentence "Open discontinuities occurring on the corners shall not be considered unless there is definite evidence that they result from lack of fusion,slag inclusions,or other internal discontinuities."

Why that corner opening can acceptable? But my viewpoint is just on the opposite side, those corner opening resulted from the defects should be accepted instead of the normal opening disconotinuities.
