 Post subject: ASME "R" Stamp

All,

I am an outside consultant who has been asked to help a customer with creation of procedures, processes and any other requirements for our customer who would like to obtain their "R" stamp from ASME. Can someone please outline the process for obtaining an "R" stamp.

Another question - The customer will be working on "stop" valves. Does the "R" stamp over these or would they need to obtain a "VR" stamp?

VR stamp is for safety valves only.
Repair and alteration to boiler and pressure vessel falls within the R stamp
Ask Nat'l Board whether weld repairs to stop valves requires the repair organization to have an "R" stamp. I have no experience on it.

Part 3, Section 1 of the NBIC provides requirements that must be met by organization in order to obtain National Board Certificate of Authorization.
Before an organization can obtain an "R" certificate, the organization shall:

1. Have and maintain an Inspection agreement with AIA.

2. Have an English language, a written Quality System that complies with the requirement of NBIC.

3. Have a current edition and addenda of the NBIC.

4. Have available copy of the code of construction appropriate to the intended scope of work.

First of all, R-Stamps are issued by the National Board, not by ASME. The Quality Program requirements are very close to that of ASME and are listed in 2007 Edition of NBIC, Part 3, page 19, paragraph 1.6.5.1. If your customer already has an ASME Quality Manual, they will need to add the NBIC portion as a new section.
A holder of an ASME Code Stamp may receive an R-Stamp without a NB review within 12 months from the issuance of the ASME Stamp, see NBIC, page 18, para. 1.6.3 j). In any case, the first step will be establishing an agreement with an AIA, preparation and implementation of a Quality Manual, obtaining a current edition and addendum of NBIC and availability of ASME Code of construction such as Sect. VIII Div. 1.

"The valve or valves required by para. 122.1 are part of the boiler external piping, but do not require ASME Boiler and Pressure Vessel Code, Section I inspection and stamping except for safety, safety relief, and relief valves; see para. 107.8.2. Refer to PG-11." the before was an excerpt from B31.1. There are more than one inference that "stop" valves would not receive "Code" welding or certification I.E. "R" stampping nor R type Data Report (R-1). Some US Jurisdictions do address and require Code weld repair of stop valves. Check in the codes to be used and with the jurisdiction having enforcement. My pat answer would be no, weld repair of stop valves does not generally require the R.
