U1 (c) (2) (h) : vessels not exceeding the design pressure, at the top of the vessel, (see 3.2) limitations below, with no limitation on size [see UG-28(f), 9-1(c)]:

(1) vessels having an internal or external pressure
not exceeding 15 psi (100 kPa);

Question:
Is the value 15 psi in above statement in gauge?

since if its in gauge its absolute value will be 30 psi.

if 15 psi is in absolute, its gauge value will be zero thus the vessel is subjected to atmosphereic pressure.

Please help

please carefully study U1 (c) (2) (h), value in braces i.e 100kPa correspond to 15psig not 15psia
