 Post subject: ASME U Stamp + PED Certification

Hi All,
I came across one job in which customer has mentioned clearly requirement for pressure vessels as ASME U Stamped and PED certified. Site location is NL ( Europe).

I have one doubt. Does PED & ASME U Stamp conflicts ? Is it Ok to get the pressure vessel PED certified without U Stamp ?

Yes, there are conflicts here and there. You should be able to do it in general, but sometimes problems arise. Give some more details, maybe I will be able to direct you to get away with your task.

I am releasing the datasheet for heat exchanger for lube oil application. In the design specifications , the heat exchanger needs to be certified as U stamped and also PED as its going to install in Europe. But I heard from my friends that you can not apply U stamp as well as PED. One is sufficient. But i am unable to find the proof for the same.
Can you guide me?

The thing is you can. You can have minor issues here and there, sometimes there's simply more work to do, but it is perfectly doable. As I mentioned earlier, not in 100% cases, though. What is the PED hazard category of your stuff?

Hi,
In USA, a combination of ASME and PED certification is a general practice. First of all, you need to contact your AIA and ask if they can do PED certification. If not, you have to hire another AIA who can, in other words who is a notified body in accordance with PED requirements. After that, just follow their instructions.

Hello,

because ASME in not HARMONIZED standard, placing in the EU market, You have to follow PED Annex I requirements.
I would say like this:

1.Compliance with design standard;
2.Additional requirement with PED, Annex I.

The tables in Annex II will help You to determine category of pressure equipment;
Article 10 will help to find applicable module (depending on category);
In Annex III You will find information concerning Conformity assessment procedure.
Read it. And You will get your answers. AlsoYou have to choose Notify Body for assessement.

Do not forget: Requirement for materials (Annex I para.4) and materials manufacturer quality assurance sytem! (Annex I 4.3.)
Requirements for NDE perssonel (if it will be cat.III or IV) Annex I 3.1.3;
Permanent joining Annex I 3.1.2...

PED does not require to use EN standards for qualification of welding procedures, welders, or NDE personnel.
It is absolutely okay and acceptable to use ASME Code procedures on a vessel that is designed and fabricated to ASME requirements and the additional requirements of Annex 1 of the PED, as Konrad and Erlandas have addressed.

Please refer to Guideline 9/6.

However, for the WPS, the two tricky aspects are that the Notified Body and /or Independent Third Party (PED art.13) shall be involved in the qualification, and the scope of testing the test coupon shall meet the requirements of EN standards.

U-stamp and PED goes together quite well, but the Notified Body shall be involved from the very beginning.
A finished U-stamp vessel which WPS, NDE, design, etc, meets only ASME Code can not retroactively be CE-marked.

Hi,

First of all, it is up to your Customer (or Owner-User) to decide, what certification they want. There is no significant technical problem to design and build a pressure vessel complying with both codes. The best strategy is to contact an AIA who do both certifications and they will lead you in a right direction. There were several occasions when our shops in Oregon had sent items to Europe with double ASME and CE (PED) certifications. It is all about money.
