 Post subject: ASTM/ASME SA-790 lop in weld

I have a pipe ASTM/ASME SA-790 during the PT inspection of a root weld I noticed that the Pipe had LOP at the root along the whole length(MANUIFACTURERS WELD). The LOP is about 30% of the Double sided weld. I was told that this is acceptable per the Material spec, Do I have cause to reject this weld………..im stumped on this Any1 got any opinions?
If I could get an ASME reference it would help.
Why cant i reject the Pipe for violation of min wall thickness based on this LOP.

Can you reference the Material spec that allows the 30% lack of penetration? I only found these statements:
SA-790
12.1 Imperfections may be removed by grinding, provided the wall thicknesses are not decreased to less than that permitted, in the Permissible Variations in Wall Thickness Section of Specification A999.
SA-999
10.1 Except as required by 10.1.1, the minimum wall thickness at any point shall not be more than 12.5% under the nominal wall thickness specified.
10.1.1 Minimum Wall - If the wall thickness of the pipe is specified as minimum wall in the purchase order, there shall be no variation under the specified wall thickness.

No, i cant.
Thats why i rejected this pipe.
But the Manufacturer says its ok and wont replace it.
The wall thickness is my concern, how can he tell me 1/8 of this weld can be unfused the whole length (took xrays) and its fine.
I was thinking about rejecting it for being under the wall thickness requirment, but people do not agree with my opinion that it violates the wall thickness requirment.
I would never use this pipe on anything.......
The PT dye Bled out like a stuck pig.
Do you all blame me for rejecting it?
And we did specify Min of .322
so, im not sure why he would say its not xray quality so its ok to have this LOP in the weld and not consider wall thickness.
the supplier said the manufacturer supplied pipe in accordance with ASME SA-790 and would not refund the Pipe .... im not pleased, the supplier is new and cheap......but im considering a motion to place the on the restricted list.
I dont think it meets Min wall requirments ....end of story, do you agree.
I think a confrence call is in order.
Any other opinions is welcome.
