The base metal thickness range for groove weld is 15mm to 200mm as per QW 451.1 of ASME section IX. The thickness range on PQR is 5mm to 200mm as per QW-403.6 keeping impact testing in view.

Please advice.

this forum is not a substitute fort the code. You have many questions, but have you ever read ASME IX? You never find 16 mm as a thickness limit in table QW-451.1.

But anyway:
For a test piece 38 mm<= T <= 150 mm and welding process SMAW, SAW, GMAW or GTAW or a combination of these processes the qualified thickness range is as follows:
a) without impact test requirements: 5 mm to 200 mm (QW-403.8)
b) with impact test requirements: 16 mm to 200 mm (QW-403.8 and QW-403.6)

The word impact test is not mentioned in QW-403.6. Is there any code reference in ASME Section IX, in which it is mentioned that whenever there is impact test requirement, the QW-403.6 is used instead of QW-403.8, Please advice.

Ikram, Impact testing is a function of the constructing code and the requirements of ASME IX are often modified by that constructing code so.... what code are you constructing to? Please, if you haven't read the code now might be a good time to start. QW-170 NOTCH-TOUGHNESS TESTS
QW-171 Notch-Toughness Tests — Charpy
V-Notch
QW-171.1 General. Charpy V-notch impact tests shall
be made when required by other Sections.
Test procedures and apparatus shall conform to the
requirements of SA-370.
QW-171.2 Acceptance. The acceptance criteria shall
be in accordance with that Section specifying impact
requirements.

Article II is the applicable article of ASME IX for a PQR. QW-200.2(b) gives the reference to the tables QW-250 through QW-280.

ASME IX is a reference code and therefore not a stand-alone code. It is required to use the design code for information concerning impact test requirements (e.g. ASME VIII/1, UG-84).

If impact test are not required only the essential variables of the above mentioned tables are applicable. If impact test are required in addition the supplementary essential variables are applicable (see QW-251.2).

That means e.g. for GTAW, SMAW, SAW and GMAW the qualified base metal thickness range:
-for a PQR without impact test requirements is acc. to QW-403.8
-for a PQR with impact test requirements is acc. to QW-403.8 and QW-403.6.
Please note QW-403.6 has only an influence on the lower limit of the qualified base metal thickness.

Use never any paragraph of ASME IX, article IV if it is not traceable to the above mentioned tables.

there is no quick check method of reviewing a PQR and WPS.

Please use the tables QW-250 through QW-280 as a check list.

WPS: essential and none essential variables and if impact are required in addition the supplementary essential variables

PQR: essential variables and if impact are required in addition the supplementary essential variables
