clarification needed for using stiffening rings

ext. design pr.-f.v.
shell dia-1500mm
shell ht-4000mm
m.o.c - sa 516 gr 65

normally we use stiffening rings while designing for external pres. to reduce thkness, but here ext pre. is f.v. and int pressure is not high then why we use stiffiening rings here.

pl. clarify.

the clue is on your questions, its f.v. = full vacuum = 15 psi
