Why Joint efficiencies do not apply to compressive stress allowables stresses?

Because stresses are compressive !

Welds are subjected to compressive rather than tensile and are expected to fail under tensile stresses

UG-23 (b) says that the joint efficiency for butt welded joints shall be taken as unity.

Yes ; UG-23(b) is for axial compressive allowable stress; weld joint efficiency is to account for failure of weld under tensile stress;
Hence weld joint efficiency =1 for welds under compession

Am I clear ?
