Is there any clause under either UW-13 or Appendix-13 that refers to Appendix-28, alternative rules of corner joints for Appendix-13 vessels?

For ACHE to satisfy a+b>2ts App 28 useful to allowed single side weld.
Code doesn't guide us to go from UW 13 or App13 to go for App 28 .
