I made CRO(Inconel 6625 overlay on CS Plate) test coupon in Flat position? I have to qualify a PQR in inconel overlayed pipe butt welding, can I use the Plate overlay WPS to weld the overlay on/inside the pipe? But our Inspector is saying Plate overlay WPS is qualified only for Flat position and pipe should be rotated to weld in Flat position? is he correct?

Yes, +position is an essential variable. refer QW 405.4.
