ASME VIII/1 is considered as the most stringent Code in your case.
No, sorry. VIII Div.1 is not considered the most stringent. You can demonstrate Sect.I as well. The reason for which most manufacturers (and AIs, I am afraid) choose Sect.VIII Div.1, I think, is because it is a better known Code, being more used. Sect. I is not easier at all, on the contrary: it is very much complicated.
