The two pcs plate of top dish head are welded.The longitudinal seam is required to inspection before forming.Is there any procedure to RT or Dye-Pent to the longitudinal seam before forming?Tq

When dish end blanks has lon seam then RT ( provided joint efficiency is 1) is always taken after forming.
You also need to follow offset tolerance as specified in UW 33. There is no harm to conduct RT before forming if cost allows you to do so. RT before forming will not nullify requirement after forming but will help you to attaend defects if any. refer your Inspectio and Test Plan for requirements such as Dye Penetrant test. Section VIII Div 1 never ask this test.

Where does it come from? can you quote the paragraph?

"Section VIII Div 1 never ask this test"
Read UHA-34, UW-13, UW-50 & UW-34,(see for Note 7, page136, for both para.), UW-42. And others, may be.

Per UW-2 and UW-11, full RT of butt joints is required for lethal vessels, for unfired steam boilers, and for other vessels depending on the material thickness and material class per Subsection C of Section VIII-1.
The second question is, is it a hot forming process or a cold forming? Per UHA-33, in some instances you need to do RT after hot forming.
So, you need to provide more information, including why RT is required.
