Thank you for the response, but let me get more specific about my question. The OSHA Proces Safety Management Standard 1910.119 says that equipment must comply with "recognized and generally accepted good engineering practices". In contrast, OSHA rules 1910.106 for flammable and combustible says that "pressure vessels must be built in accordance with [ASME Code]".
In the former case (PSM), would a pressure vessel constructed in accordance with a European Code be able to meet the standard for meeting the "recognized and generally accepted good engineering practices"? It would seem so, but I have not been able to find evidence of that.
