In the last lines of paragraph 5 of UG-117(f), there is such requirement:
Additionally, retained records as required by this Division and the Quality Control System
shall be made available to Authorized Inspector supervisors or to review teams designated by ASME.
but i am getting confused, in my opinion, the "representative of inspection agency" can be AI or AIS, AIS my or may not be involved in the process, so why these records need to be reviewed by AIS.could somebody give me a explanation? thanks for your reply in advance!

in case of the Annual Audit required by the Code, the AIS will be reviewing the records.
In case of the triennial Joint Review, the TL will be reviewing.
The AI will review the records during his annual monitoring of the QC System.
