Anybody....

ASME Section VIII Div. 1....appendix 2 bolted flanges

Is the tr(required thickness) calculated from the equations, at the center of the flange, or out closer to the perimeter, where the bolt circle is?

Let me clarify......the "flange" that I am referring to above is a bolted cover......sorry for the mistake.
