Cold forming of head. Material SA-516-70 normalized, thickness before forming 15 mm, after forming 11 mm. Extreme fiber elongation 12%. Applicable general paragraph AF-111 "all materials for shell sections and for heads shall be formed to the required shape by any proccess that will not unduly impair the mechanical properties of the material". Paragraph AF-605 only applies to ferritic steels with tensile properties enchanded by Q+T.
Must formed head be heat treated. How to defend don´t heat treat it?

nice to hear from you again.

AF-110 FORMING
AF-111 Forming Shell Sections and Heads
All materials for shell sections and for heads shall be
formed to the required shape by any process that will not
unduly impair the mechanical properties of the material.

This s the only paragraph adressing the issue. I could not find a requirement to Heat Treat after the forming carbon steel you mentioned. And what is not prohibited, is permitted.
