4 INSPECTION HOLD POINTS
If mandatory inspection hold points are required beyond which work shall not
proceed without the specific consent of the designated representative, the specific hold
points shall be indicated in appropriate documents. Consent to waive specified hold
points shall be recorded prior to continuation of work beyond the designated hold
point.

my question is that the designated Hold Poiont can be waived or not?

seemed that NCA and NQA-1 have a little different? which one will be taken precede?

Yes, hold point/witness point can be waived by the inspector who established the hold point/witnness point. The waiving of hold point/witness point should be documented and described the reason why the hold point/witness point was waived.

This is the standard practice in US specially in operating nuclear power plant for documenting waived holdpoint/witness point.

I actually consider waiving a hold point a bit more serious.

Waiving a predetermined hold point is actually a revision of the inspection plan, which is not really a problem prior to the
related inspection, and provided a consent is obtained.

Overrunning a holdpoint determined by the ANI may be considered a declaration of war to the ANI.
In a case like that, mercy is the wrong signal.

Hello,

we had in the pasts hold points, were our customer and the final customer of the power plant were scheduled for visiting, but nobody appears, we run the inspections, document them, and at the next point or at the final release the points were discussed and (mostly released).

I have the actual requirements for an US nuclear power plant read, and our customer (much experienced builder of parts for the inner circle) also had a text written that allows to run a hold point without external inspector

So so far point for a war. Maybe not was planned by ANI, but the real life.

IMPORTANT: WAIVING doesn't mean to miss the inspection!!!! Internal inspection shall be performed in any case!!!
