how could the surging of boiler

respected sir,
aoa
i work in a sugar mills in pakistan. there r baggse fire boilers.there r 6 boiler insattled. 3 boiler were installed by descon. 1 boiler by hmc texila. 2 boiler was install by ittafaq foundry. 1 boiler installedby ittifaq foundry. make a problem of surjingb plz help how could we control this problem.boiler efficincy disturb by this problem, we have replace its bank tube 2 year ago. plz suggest wat we do in this matter
