Please see at TEMA: RCB-1.3 Standard Test:
"The shell side and the tube side are to be tested separately in such a manner that leaks at the tube joints can be detected from at least one side. When the tube side design pressure is the higher pressure, the tube bundle shall be tested outside of the shell only if specified by the purchaser and the construction permits".

If your case is the second, you should perform 4 tests:

1. Connect channel against stationary tubesheet using a test flange placed at shell side. Connect floating head cover to floating tubesheet using the split flange. Perform a pressure test acc. to tube side test pressure.
2. Disconnect everything of above. Insert tube bundle into the shell. Connect stationary tubesheet against shell flange using a test flange placed at channel side. Connect a test ring + packing gland (see at TEMA Figure E-4 13.2) against rear shell flange + floating tubesheet. Perform a pressure test acc. to shell side test pressure.
3. Remove test flange and connect the channel. Remove test ring + packing gland and connect floating head cover + split flange. Perform a final test pressure at tube side.
4. Connect shell cover. Perform a final test pressure at shell side.

If your case is the first one, you may skip first test at 1 above to perform other 3 tests.

Hope this helps…
