Dear all

The query is specific to Indian Boiler Act scope.

The equpment is a Waste Heat Boiler in a refinery.

When the shell side is steam and tube side is flue gas, it is understood that only shell side come under IBR perview.

Since the tubeside is only flue gas, it is governed by the design code (say ASME Sec VIII Div.1 in our case) and there is no need to meet IBR.

Comments from those who are experts in IBR are requested

Also would like to know how is the practice in the worldwide

your understanding is correct, it is possible certify only a part (either shell side or tube side as pplicable) under IBR
