There is a PQR test coupon of 40mm thk (SA 516 Gr70) welded with two processes (SMAW-20mm+SAW-20mm). I have to qualify with impact tests. (Acc to Section VIII D1 & Section IX Requuirment). As per UG 84 (h)(3) for material thk over 38mm 3 sets (2 weld + 1 HAZ) of impact specimens are required. But acc to Section IX, if I want to qualify both the process for impact what location I have to take the specimens. My question is how to qualify the procedure for Sec VIIIDI & Sec IX (for both the processes)

here two things you must consider, the orientation and location,
Sec IX does talk aboy orientaion only when in 5G or 6G position {for e.g 0° to 115° refer fig QW463.1(f)}. and not for plate qualification (refer QW 171.3).
UG84 specifies the location (at what depth or HAZ are etc.).

It is a plate welded in 3G. But I want to qualify both the process(SMAW & SAW) for max 200mm thk (as the dep weld metal thk >19mm). Test coupon is PWHTed. But If I follow only Sec VIIID1 requirement then can I write separate WPS for SMAW (16mm to 200mm with impact) & same for SAW (max 200mm with backing) acc to ASME sec IX & VIIID1?

yes, if recorded weld metal thickness t=>19mm for each process.
