I got a vessel operating at -48 deg. C with 16 m plate of SA516 Gr. 70 for Shell & Dish, is it required to qualify the procedure for fillet welds of (External) nozzle stiffners of 5 mm thk. for that temperature notch toughness.

The information provided is not sufficient to reply with confidence.

Is the plate 16 mm thick? (you wrote "m")
Is the plate normalized?
Is the plate required to be impacted?

If yes, all WPS used on that plate require impact testing. That includes reinforcement plates and stiffeners.

You should also look at the welding consumables. Below -29C you are likely to run into impacts for the filler metal.

yes the plate is 16 mm thk. the plate is normalised, we have qualified a WPS for impact testing with SMAW and E7018-1 electrode. can we use that for fillet weld of 5 mm thk. plate to 16 mm thk. plate.
