Could anyone explain to me what is diffrential between inside backgauge(inside penetration) with outside backgauge(outside penetration) for attached nozzle to shell and any code mention about this.

for nozzle connection, it is difficult to gouge from outside as neck/flange would obstruct this operation

Inside gouging is preferable or you could do with GTAW root pass

Other consideration worth is that welding from inside will reduce the set-in of the nozzle into the shell due to welding shrinkage.
