I presume it's not free, you have to buy it. I don't speak Hindi, and not everything is in English on the webpage of Bureau of Indian Standards, but it looks like you can order standards on their page:

There is "Online Catalogue" entry, and a search engine. Your norm is there, but there is no price and I'm not sure how to order it. Just read through.
