I encountered a question, one small tank used as container, due to some reason, dynamic load should be considered, my question is, should the dynamic load be taken into account when calculating MAWP?

Yes, Dynamic Load shall be considered for determining MAWP of Vesel.
Pl. refer UG-98 or Appedix-3 of ASME SEC VIII DIV-1 for further assessment.

MAWP of pressure vessel shall be based on all expected loading. So you need to consider dynamic loading too if same is expected.
