In general, a corner joint that is not radiographable does not affect the joint efficiency of the joined components.
The flat welded cover itself is designed to rules of UG-34. UW-3(a) specifies that a joint within a flat head is a Category A joint. UG-34(a) defines the joint efficiency to be used in the head thickness calculation as "joint efficiency of any Category A weld" in the head.
Thus, if there are any butt welds in the flat cover because it is not fabricated from a single piece of plate material, then the joint efficiency of those "splice" welds must be considered in the thickness calculation. But if the flat cover is seamless, then the joint efficiency for the thickness calculation is "1".
