The only reason people write anything in forums is that they want to do it. So requesting anybody/everybody is rather your wish, not a cause for anyone to do anything.

Some good engineering codes (like this one
http://www.udt.gov.pl/HTML/index.php?op ... Itemid=110) have provisions against bending of long-and-thin horizontal tanks, supported at their ends. Extreme example of this is a pipeline. Regarding optimisation of the material cost- not always 1kg of material costs the same. Sometimes it's cheaper to buy pipe than to roll and weld plate. But this affects freedom of choice in diameters. Sometimes this freedom has its cost as well. I'm afraid, there's no "golden rule" in general.
