What is the technical advantge of using lap joint stub ends?

Well, generally you don't have to worry about holes alignment of the loose flange, as it is not welded at all. On the other hand, you can only hope that the pipeline fitters will bolt it so the bolts straddle the vertical centerline.

But that's the only advantage I can think of. My list of disadvantages is MUCH longer though.

If you mean the faricated lap joint stub ends from UW-13.5, it is the only way of allowing cateory C welds without real butt joints, when LETHAL service is specified by the owner.

Well, the UW-13.5 is not an advantage of using lap joint stub ends. It's a consequence rather :-)
