What is the significance/use/application/difference between Mandatory & Non-mandatory appendices?

Mandatory appendices are to be complied with when applicable, it is as necessary as the other body of the Code.
Non-Mandatory appendices are not required to be fulfilled, for example Appendix G of Section VIII-1 says two saddles are better over three but if you still use three, it is not the violation of the Code. It also says minimum saddle contact angle shall be 120 degree, if you do not use 120 degree it is still okay, you can do this if you can prove.
Appendix A provides qualifications rules for some tube to tube sheet joints, if you do not qualify the joint in accordance with Appendix A, it is still okay with the Code.
