Is the statement on a cert - Manufactured to fully killed fine grain practice by electric arc furnace- acceptable as normalized plate without stating it has been normalized?

"Fully killed and made to fine grain practice" is related to the steel elaboration.
"Normalizing" is related to the heat treatment of the plate.
Thus, both are neither identic nor assimilable.
As far as I know, there is no standard for pressure vessel steels, where the indication of the heat treatment condition is not mandatory. In certificates in accordance with EN 10168, normalizing must be indicated in column B04 by the letter "N".
