 Post subject: Material Test Certificate requirements

Our approved supplier is supplying materials along with the material test certificates (which will become part of the CMTR we prepare).

Is it mandatory that the test certificates need to indicate

1) Testing machine identification details on which the mechanical test is performed

2) Calibration status of the testing machine (i.e. date of expiry of the calibration)

While point one above seems reasonable to be indicated in the certificate, indicating calibration status is far too beyond the normal procedures.

This was a point of discussion between two ASME auditors and our ANI during our last survey.
Can anyone throw some light on this and the actual practice followed in the industry.

Iam a little bit confused of the querry. What are you really, a Material Supplier or a N-Type Certificate Holder.

We are N Certificate Holder with MO Scope. Our approved supplier supplies source material with all the necessary test certificates

We review those and make CMTR for the materials, which we use in our Components.

It seems in excess. However during an audit the auditor may ask such verification. The required content of the CMTR is stated in NCA. Please read NCA-3862.1. See also NCA-3853.5

Well, this sounds strange. Please consider the difference between the definitions in NCA-9000 of MATERIAL and SOURCE MATERIAL. An approved supplier funishes SOURCE MATERIAL, like a billet which is later forged to become MATERIAL, a forging for example. The source materaial Certificate shall certify all the requirements fom the material purchase specification.

Let's get down to basic.

Say you are an N Certificate Holder. You planning to manufacture ASME Code Class 3 stamped valve. You procure material from one of your material supplier who is on your AVL. Your material supplier certify the material supplied met the ASME Code Section III Class 3 2004 Edition with 2006 Addenda and supplied under the Quality System Certificate Number 12 and expiration date 12/12/2013.

This material supplied to you is good enough and you do not need to do anything except material upgrade to ASME Code Class 1 or 2.

Well. I agree that our material supplier is as good as a Material Organization (Since he is manufacturing material, doing heat treatment and mechanical testing).

But in the initial stage we dont want to approve him as a Material Organization and give him big responsibility. The materials are manufactured at our supplier's place under our full control. i.e. melting, heat analysis, heat treatment, testing are witnessed by our inspector (Refer NCA-3855.3 (b) (2) "having the supplier perform the activities in accordance with controls established by us").

Hence he furnishes source material and we make CMTR.

The bottom line is... who will certify that the material supplied met the requirements of ASME Code Section II Part A and ASME Code Section III Class ....... under Quality System Certificate Number.... and audited by .......

Note:
If your product is USA bound you are subject USNRC Part 21 Requirement.
