I have received two replies by pm that seem to answer my question and would like to share these comments.
The minimum fillet sizes listed in table 5.8 is based on the thickness of the member and is based on metallurgical considerations (cooling rates). It is not based on allowable stress or the abilitity of the weld to properly transfer the applied loads.
The proper sizing of the fillet weld is the responsibility of the design professional, not the inspector or the welder or shop supervision.

Not being an engineer and not knowing the exact application of the project and the loads involved there is no way most of us could add to that.
Having said that, you would be surprised at how many heavy base plates are welded to heavy columns with only a 5/16" Fillet Weld. All depends upon the loads, angle of load, and many other factors.
