Code UG-116 clearly indicated that both HT and PHT were used for completed vessel, that means not for a part. Head is just a part of a vessel. The MDR must match the Nameplate,
If you are right, let's think this way: When a vessel has more parts experienced HT, which part you will report or report them all?
