If, for mountings and accessories, you mean PSV, Level indicators, press.gauge, drain, blow down, blow off, vent etc. etc. I mean all required by the Code including boiler external piping. yes: it responsibility of the manufacture who certifies and stamps the boiler.

I agree with Mauro, further PG-58 to PG-71 all paragraphs talk about the items mentioned by Mauro.
ASME B31.1 is called by PG-58.3 for Boiler External Piping for materails, design, fabrication, examination, testing & inspection but not for general requirements.
