Normalizing is not a common practice during the construction of pressure vessels and for this reason, you'll not find detailed information in the ASME Codes. Normalizing is more related to original steel making practice, and you'll find information in e.g. SA-20, § 6, § 3.1.8, § 13.1 and § 19.3. Other information can be found in SA-941 and interesting information is given in Appendix X1 + Fig. X1.1 of SA-841 (non-exhaustive listing).
PWHT is much more commenly used in the pressure vessel construction, and information related to PWHT can be found more generally in the ASME Codes, e.g. ASME VIII, Div. 1, § UW-40 and § UCS-56 for CS-steels (for other that CS-steels, see other paragraphs in Subsection B).
