In ASME Sect VIII Div. 1......

Is it possibel to have a nozzle be exempt from reinforcement per UG-36(C)(3)(a).....but if you do the actual reinforcement calculations, have it fail???

Sure, why not? The UG-37 procedure has nothing to do with actual stresses. It is indicative only, and apparently someone very clever realised that area of its applicability can be limited by UG-36(c)(3). Under a number of other conditions, of course.

I second Konrad's reply. I see this situation all the time...nozzle does not have sufficient reinforcing by UG-37 but can be exempt by UG-36(c)(3)(a).

An interesting "trick" is that if you have a cluster of small nozzles, any one of which might be exempt individually but because they are in a cluster the rule of UG-36(c)(3)(d) may restrict the exemption, some might pass UG-37 but some may not. The designer has the choice of which nozzles should get the exemption and which one does not. If such a condition arises, apply the exemption to the nozzle that would not otherwise pass UG-37.
