We have a 20" nozzle made from rolled plate after it is fitted up in the shell (Set in connection) we took RT for the long seam in the nozzle. Now the AI is saying it requires full length of weld to be RTed but after fit up 25mm (shell thk) length of weld seam is fouling/missing. Is he correct? Any possible solution for this?

Your 25 mm piece is not included in the nozzle calculations and can not be considered as a part of the "full length". If your AI has a different opinion, you may contact his AIS or sent the interpretation request to the ASME B & PV Committee .
