Do the tubes & pipes fall under the category of "Similar Components" as referenced in PG-80.1 & under "Other Cylinderical Parts" as referenced in PG-80.2?
If the answer is yes, is it correct that the permissible out-of-roundness requirements of PG-80 shall take precedence over those of Section II Part A and/or Part B?

Yes to both.

PG-5.4 allows for the tolerance ro be used on all sizes of pipes. Also limits the pipe diameter to 24" when used under external pressure to be consistent with PG-80.2
