If a Boiler is commenced on the basis of 100% satisfactory result in Radiography test, but no Hydrostatis test, Is it acceptable? What does code says about it?

Hydrostatic test is a mandatory requirement and NDT requirements of PW-11 and anywhere mentioned in the code are also mandatory.
You have to meet both PW-11 and PG-99 in every case.
