Only the material manufacturer can certify whether all requirements of the materials specification and all special requirements of Part AM which are to be fulfilled by the materials manufacturer have been complied with. The vessel manufacturer – being unaware how the material manufacturer made the material and the tests on the material - doesn’t know these things and as such cannot supplement or upgrade a MTR to a CMTR.
Besides, the title and the text of § AM-101 refers only to the material manufacturer.
On the other hand, if the vessel manufacturer can proof that there are no special provisions out of ASME Section VIII, Div. 2 to be taken care of, and all the requirements of the material specification fulfil as such also directly all the requirements of Section VIII, Div. 2, the normal certification on a MTR (by the material manuf.) would be acceptable. This practice (proof of correspondence between the material specification and Section VIII, Div. 2) could be confirmed by the vessel manufacturer.
I also want to refer to § AM-105.1 where it is said that standard pressure parts do not need certification to AM-101 and as such can easily be taken from stock.
