Is flat plate can be roll on transverse direction?

Gilbert, any answer to this question can be either good or bad. I think, what you mean is "are there any requirements to roll the plate this or that direction"- and there are none in VIII-1. Common experience tells that when you make two rolls, one this way, one that way- they will be different and they will behave different way. So better don't make two courses of the same vessel rolling them in different directions. The rest depends on your requirements, but as long as VIII-1 is considered- no problem.

Although its not generally recommended that one should roll a plate about its transverse axis, i would look at the certified tensile data, are your material physical properties guaranteed in the transverse direction (across the grain)? Also please note that for very heavy wall shells rolling across the grain can be a nitemarish scenario. So exercise due caution and proceed accordingly.
