IS we alow welding if we found leak on shell or at jacket , without releaseing presure ( pnumatic testing )

<Are you intending to weld on a vessel that is under pneumatic test pressure?
Please post here when and where you are welding, and I will be far far away.

I do not want to be offensive, but this idea sounds too stupid for a pressure vessel manufacturer.
On youtube there a some impressive videos of vessel explosions. Or you just take a rubber balloon, blow it up with a needle and compare the baloon's volume, it's overpressure of maybe 0,03 bar and the bang to your vessel size, the air pressure. Just try to imagine the bang.

actually sir i dont have idea about such bad practicess but in last week i went at one small sjop n they doing welding on pressurised part to fill up leak

and in one interview one interviewer was asked me same que .
