Can someone conform that ASME Sec VIII-2, allow to use power actuated relief valve (instrumented relief valves) as a sole over pressure protection device.

Do you read any prohibition or limitation to power actuated relief valves? NO.
Therefore they are permitted as they are permitted in Div.1 and in Sect. I. In fact there is no reason to limit them.
