The PQR for non pressure parts showing the PWHT as 620C.However, according to UCS-56 of ASME Section VIII Div (1), PWHT is mentioned as 650C minimum for P.No 1 and P.No 4.

Does the code allows the less temperature than UCS 56 for non pressure parts.

Can any advice

We have to keep apart:
a) the PWHT requirements for the actual item acc. to ASME VIII/1 and
b) the qualified PWHT acc. to ASME IX

Your question is concerning b). And that means the key is QW-407.1 if impact test are not required. Acc. to this paragraph the above PQR with PWHT at 620°C qualifies also PWHT at 650 °C.
