Javed,

Shouldn't that range be pressure vessels over 15 psig and not exceeding 30,000 psig?

Robert,

You can exceed over 3000 in VIII-1 but specical considerations shall be taken in that case.

yes it is over 15 Psig as per U-1(c)(2)(h), static head is not included in this 15 psig.
If design pressure is less than than or equal to 15 psig, vessel may be stamped with Code U Symbol provided all requirements of the Code are met.

Both internal and external pressure over 15 Psig are in Section VIII-1 Scope, please see U-1(c)(2)(h)(1).
If design pressure (external or internal) is less than than or equal to 15 psig, vessel may be stamped with Code U Symbol provided all requirements of the Code are met, please see opening para. of U-1(c)(2).
Since FV means 101.325 KPa that is greater than 100 KPa (15Psig), so it falls in Section VIII-1 Scope.

Dear Minu

This question in very simple but many new designer mix that.
The gauge always is used in ASME SEC VIII.
when u see pressure in asme code, you sure that is gauge.

Usually, The absolute pressure is used for machinery design.

Good luck.
Ahmad
