Hi,
we have to performed a welding procedure qualification with 304L, according to ASME III Division 1 and IX.Is it possible for the WPQR to use ASTM or European material for the sample and base metal, if its an equivalent to the same P Number according to ASME QW422? ( use ASTM Gr304L as base metal for qualifie ASME Gr304L to be welded in production)

You are correct as long as it is equivalent to the same P number and grouping but I caution you that you have to established the ASTM material is equivalent to the SA material for Code Edition and Addenda.
