What is the qualification that ASME Section I requires for Professional Engineer whenever it is referred in Section I ( I think PG-67 or somewhere else PE is called for)

Nasir,

Becoming a licensed Professional Engineer typically requires at least 12 years of acceptable education/experience credit. After obtaining acceptable education and experience credit take a Fundamentals of Engineering exam and must also pass Practice of Engineering exam. To be Registered Professional Engineer (RPE), must pass the exam offered by any State of USA.

If the installation of boiler external piping and boiler proper is in USA and as required by the jurisdiction then my answer is Yes.
For outside USA there is a provision on ASME Code Section VIII-3 Part KG, paragraph KG 311.15 clarifies engineers who reside outside the USA or Canada and are recognized as professional engineers under their country's legal system are permitted by this Code. (VIII-3).
You can use this argument as you baseline. My professional opinion.
