How PWHT, NDT and welding cost will be reduced upon implementation of ASME SECTION VIII Div. 2 Edition 2007? Please explain.

I don't believe there are significant changes on PWHT from previous ED/Add.
Re. NDT please read Para. 7.4 and the referenced Tables 7.1 through 7.5. There is the possibility of Partial NDE and UT instead of RT
