Can we PWHT a heat excganger completely after seal welding the Tube to tube sheet joints having fixed tube sheet thickness 240mm, shell thickness 50 mm and tubes ( SA 334 Gr 6 ) thickness 2.76 mm

Ask to heat treatment specialist. PWHT to fixed TubeSheet HE is made using a blower which blows the hot gases through the tubes, and a very slow heating cooling.
